    The HVAC scope is usually the ride-along nobody plans for

    Most 1980s and 1990s Manassas HVAC systems were sized for above-grade square footage only. Adding conditioned basement space adds load the existing system can't always handle. Systems catch-up first: aluminum-wiring survey and COPALUM remediation where the finished-load package touches it, panel upgrade to 200 amps where the main is due, sub-panel added for the basement circuits. Then a basic-to-mid finish: half bath by sewage ejector pump, open rec room, one home-office breakout.

Sumner Lake

What you have

A Sumner Lake late-1990s or 2000s single-family with a rear parcel that slopes toward the lake trail. Nine-foot basement ceilings, poured-concrete walls in good shape, existing walkout door aging out at the sill, bathroom rough-in present.

What you're asking for

A walkout-oriented full-buildout: bedroom with egress already met by the existing door, full bath in the rough-in, wet bar off the primary volume, home-office breakout. New insulated exterior door where the original is aging, and the interior design faces the walkout so the finished level extends toward the lake trail rather than turning its back on it.

Westchester

The Westchester Colonial, garage-adjacent workshop scope.

What you have

A Westchester 1990s Colonial where the household's actual second use of the basement is a workshop that has crept out of the garage. Table saw, workbench, tool wall — currently in the middle of the unfinished basement volume without dust containment.

What you're asking for

A finish that carves the workshop into a proper contained shop room off the utility corner (dedicated ventilation, dust-collection ductwork, better lighting), so the primary volume becomes a real rec room. Full bath, wet bar, one home-office breakout. LVP flooring across the primary volume, sealed concrete in the workshop.

Yorkshire

The Yorkshire Colonial, kitchen-and-basement bundle.

What you have

A Yorkshire Colonial where the kitchen and the basement both need work. Household has been talking about the finish scope for several years. Panel one breaker short of a modern load, occasional coat closet next to the kitchen that never gets used, unfinished basement standard.

“I hired GiGi Homes to repaint my newly purchased home as it was in pretty rough shape paint-wise. Alex was a pleasure to work with. Since I was a first time buyer, I had no idea what the costs were to paint an entire house. Alex was extremely patient as I asked him to break down the costs in his estimate multiple times. Admittedly, I did not properly budget for a paint job for the entire house, but I ultimately decided to repaint only the main level, stairway, and upstairs hallway as it was a hideous baby blue. “There was a plumbing issue in my basement bathroom where the bathroom was letting off a sewer smell. A friend told me about Alex (Gigi Homes and Construction). Alex and his guys quickly identified the problem. Unfortunately we had to demolish the entire shower. The plumbing was not done correctly. The first thing that impressed me was when Alex came to our home to give an estimate. He listened to what we expressed we were looking for, and did not once try to sell us on anything we weren't interested in. At the return appointment when we signed our contract. Manassas Basement FAQ

The Manassas basement questions we hear on every walkthrough.

The city-versus-county permit split, faster Prince William County plan review, moisture and waterproofing, HVAC branch versus mini-split, and first-time-renovator budget realism. Manassas-specific questions before signing.

Yes — any finished basement pulls a building permit through the City of Manassas Community Development, and adding a bathroom triggers separate plumbing, electrical, and mechanical trade permits. Egress window cuts and waterproofing installations also require permits. Plan review typically runs one to three weeks. We file the full package and schedule every inspection so nothing sits on paperwork.

Typically not for interior scope. Wellington, Signal Hill, Westchester, Yorkshire, and Blooms Mill each run architectural review scoped to exterior visibility. Interior basement work stays outside that. Exterior scope — egress window wells, walkout doors, exterior stairwells — does trigger review, and we file with the ARB alongside the county permit when it applies.

A basic finish runs $50K–$80K and covers framing, drywall, LVP flooring, recessed lighting, a half bath, and one open rec-room volume. Adding a full bathroom, a wet bar, an HVAC branch, a bedroom with egress, and a home-office breakout lands in the $80K–$130K full-buildout range — where most Manassas projects finish at the $470K market's mid-range sweet spot. Home theater with acoustic isolation, an in-law suite with kitchenette, or a wine cellar pushes into $130K–$220K+. The 70% resale figure the household reads online is roughly accurate for the mid-range tier; signature scope tends to over-improve the neighborhood comps.

Depends on which side of the City of Manassas boundary the parcel sits on. City-of-Manassas addresses file through the City's Development Services department. Prince William County addresses file through the county's ePortal at pwcva.gov/eportal. Prince William County plan review typically runs two to four weeks — the fastest in the footprint we work. City of Manassas review runs closer to three weeks. Old Town Manassas parcels inside the historic overlay also file for a Certificate of Appropriateness on any exterior egress cut. We confirm the address at the first walkthrough.

Two paths, and the walkthrough usually decides which. Path one: extend the existing ductwork with a proper supply and return sized for the finished basement, tying into the main system. Works when the existing furnace and A/C have capacity to spare. Path two: install a ductless mini-split as a dedicated basement zone. Works when the existing system is already running at capacity, and it usually costs less than extending ductwork through finished ceilings. Both get priced separately on the proposal so the household sees the actual number.

Almost always, yes. Basement work is contained to the lower level — the household keeps the kitchen, bedrooms, and main living areas through the entire schedule. Dust containment stays sealed at the top of the stairs. The site broom-cleans at the end of every day. The only phase that touches the upstairs is the HVAC branch tie-in if the scope includes conditioning, and that runs a day or two.
