  1. Step 01

    The Fairfax permit stack for a basement remodeling project

    A basement remodeling project touches building, plumbing, electrical, and mechanical work — every one pulls a permit through the City of Fairfax Community Development (city addresses) or Fairfax County Land Development Services (surrounding parcels). Fairfax City is an independent city inside Fairfax County — the two have separate permit offices. Whether an address permits through the city or the county depends on the specific parcel, not the ZIP code. Residential plan review typically runs two to six weeks. We file the full package as one submission, coordinate the trade sub-permits, and schedule every inspection. An egress-window cut and any exterior door added for a walkout conversion also pull permits, and where an HOA is involved, the ARB packet goes in parallel.

  2. Step 02

    The Fairfax HOA on a basement finish

    Interior basement work in Fairfax usually doesn't trigger HOA review. Mantua, Middle Ridge, Kings Park West, Fair Lakes, and Fairfax Corner each run architectural review scoped to exterior visibility — interior scope stays outside it. Exterior work does trigger review: an egress window well, a walkout door, or an exterior stairwell. We check the covenant before design finalizes anything visible from outside.

  3. Step 03

    The city-versus-county permit check on the first walkthrough

    Fairfax addresses split cleanly. Homes inside the City of Fairfax's limits permit through the City's Community Development office at cityoffairfaxva.gov. Homes outside the City in unincorporated Fairfax County permit through Fairfax County Land Development Services via the PLUS portal. Two houses on the same street can be on different sides of the boundary. Old Town Fairfax parcels inside the historic overlay also file a Certificate of Appropriateness with the Board of Architectural Review for exterior egress cuts. We check the address at the first walkthrough so the design phase starts against the right calendar.

  4. Step 04

    The ADU path is real, and the design has to be built for it up front

    Fairfax County permits basement ADUs up to 800 sq ft or 40% of finished basement area. The classification requires a full kitchen or kitchenette, a full bath, code-compliant egress, separated utilities where possible, and a separate entrance where the parcel supports it. Rental-ready scope means the design phase treats the ADU as a distinct unit from day one — separate HVAC zoning, separate electrical branch, separate egress. Retrofitting an ADU onto a finish that wasn't designed for it usually costs more than doing it right the first time.

  5. Step 05

    Realistic timeline and budget

    A basic finish (framing, drywall, LVP flooring, recessed lighting, a half bath, and one open rec-room volume across the standard Fairfax footprint) runs $65K–$100K and finishes in six to nine weeks on-site. A full buildout (adds a full bathroom, wet bar or kitchenette, dedicated HVAC branch, home-office breakout, and (where the household is aiming at an income unit) an ADU-compliant configuration under Fairfax County's 800 sq ft / 40% rule) runs $100K–$165K and lands at three to four months. Since I was a first time buyer, I had no idea what the costs were to paint an entire house. Alex was extremely patient as I asked him to break down the costs in his estimate multiple times. Admittedly, I did not properly budget for a paint job for the entire house, but I ultimately decided to repaint only the main level, stairway, and upstairs hallway as it was a hideous baby blue. “There was a plumbing issue in my basement bathroom where the bathroom was letting off a sewer smell. A friend told me about Alex (Gigi Homes and Construction). Alex and his guys quickly identified the problem. Unfortunately we had to demolish the entire shower. The plumbing was not done correctly. The first thing that impressed me was when Alex came to our home to give an estimate. He listened to what we expressed we were looking for, and did not once try to sell us on anything we weren't interested in. At the return appointment when we signed our contract. Fairfax Basement FAQ

The Fairfax basement questions we hear on every walkthrough.

The city-versus-county permit check, ADU-compliance under Fairfax County's 800 sq ft rule, prior unpermitted work from a previous owner, radon testing and mitigation, and finish tier realism across the four Fairfax housing types.

Yes — any finished basement pulls a building permit through the City of Fairfax Community Development (city addresses) or Fairfax County Land Development Services (surrounding parcels), and adding a bathroom triggers separate plumbing, electrical, and mechanical trade permits. Egress window cuts and waterproofing installations also require permits. Plan review typically runs two to six weeks. We file the full package and schedule every inspection so nothing sits on paperwork.

Typically not for interior scope. Mantua, Middle Ridge, Kings Park West, Fair Lakes, and Fairfax Corner each run architectural review scoped to exterior visibility. Interior basement work stays outside that. Exterior scope — egress window wells, walkout doors, exterior stairwells — does trigger review, and we file with the ARB alongside the county permit when it applies.

A basic finish runs $65K–$100K and covers framing, drywall, LVP flooring, recessed lighting, a half bath, and one open rec-room volume. Adding a full bathroom, a wet bar or kitchenette, dedicated HVAC branch, and a home-office breakout lands in the $100K–$165K range — where most Fairfax projects finish. Home theater with acoustic isolation, a full multi-generational suite, or a fully ADU-compliant rental buildout pushes into $165K–$295K+. Every proposal is fixed-price after the walkthrough.

Yes, within Fairfax County's ADU allowance. The county permits basement Accessory Dwelling Units up to 800 sq ft or 40% of the finished basement area. The classification requires a full kitchen or kitchenette, a full bath, code-compliant egress, and (where possible) a separate exterior entrance and separated utilities. We file the ADU-specific permit path and design the unit as a distinct classification from day one — retrofitting an ADU onto a finish that wasn't designed for it usually costs more than building it right the first time.

It's a fixable problem, and we surface it at the walkthrough. Unpermitted framing, drywall, or wiring inherited from a prior owner is on the current homeowner's record until it gets documented. The scope usually includes bringing the prior work to code: framing inspection, wire pull-and-inspect, and an after-the-fact permit filing to clean up the property record. Then the new finish scope proceeds on top of a documented starting condition. Resale in eleven years doesn't stall on the paperwork question.

Almost always, yes. Basement work is contained to the lower level — the household keeps the kitchen, bedrooms, and main living areas through the entire schedule. Dust containment stays sealed at the top of the stairs. The site broom-cleans at the end of every day. The only phase that touches the upstairs is the HVAC branch tie-in if the scope includes conditioning, and that runs a day or two.
