    The Vienna HOA on an addition

Since I was a first time buyer, I had no idea what the costs were to paint an entire house. Alex was extremely patient as I asked him to break down the costs in his estimate multiple times. Admittedly, I did not properly budget for a paint job for the entire house, but I ultimately decided to repaint only the main level, stairway, and upstairs hallway as it was a hideous baby blue. “There was a plumbing issue in my basement bathroom where the bathroom was letting off a sewer smell. A friend told me about Alex (Gigi Homes and Construction). Alex and his guys quickly identified the problem. Unfortunately we had to demolish the entire shower. The plumbing was not done correctly. The first thing that impressed me was when Alex came to our home to give an estimate. He listened to what we expressed we were looking for, and did not once try to sell us on anything we weren't interested in. At the return appointment when we signed our contract. The Vienna addition questions we hear on every walkthrough.

The town-versus-county permit split, the Windover Heights overlay on exterior scope, pop-top foundation load review, systems catch-up on pre-1980 houses, and finish tier realism against the teardown-Craftsman comps. Vienna-specific questions before signing.

Yes. Additions carry the biggest permit stack of any residential scope — structural, plumbing, electrical, mechanical, sometimes zoning variance and grading. Every one gets filed through the Town of Vienna Planning and Zoning (town addresses) or Fairfax County Land Development Services (surrounding unincorporated parcels), coordinated across trades, and inspected before the walls close. Plan review typically runs two to six weeks. The full paperwork sits in the handover binder — nothing waits on the homeowner to chase.

Depends on the block. Some Vienna parcels operate without an active association. Where an ARB does run, additions trigger review because the exterior scope changes the elevation. We check the covenant at the walkthrough and file the ARB packet first where one applies.

A bump-out addition runs $110K–$175K and finishes in three to four months. A full room addition — rear primary suite, paired kitchen-family bump-out, first-floor in-law suite, or four-season sunroom on the older Vienna houses — runs $175K–$375K and lands at four to six months on-site. A signature addition — a full second-story pop-top over a rambler, a multi-generational wing with kitchenette, or an ALU inside the 800 sq ft / 40% envelope — runs $375K–$700K+ and takes six to nine months. Every proposal is fixed-price after the walkthrough.

Almost always, yes — but the foundation load review is the load-bearing question before the drawings finalize. Most 1950s and 1960s Vienna ramblers were built with footings sized for a one-story load, and adding a second story usually requires engineered reinforcement scope before the roof comes off. The structural engineer's stamp on the connection detail is the load-bearing document for the whole project. We run the review at the walkthrough on any pop-top scope so the design phase starts against a real load number.

Depends on which side of the Town of Vienna boundary the parcel sits on. In-town addresses permit through the Town's Planning and Zoning department; unincorporated Vienna addresses permit through Fairfax County LDS via the PLUS portal. Two houses on the same street can be on different sides of the line. Additions that disturb more than 2,500 sq ft of land trigger the Town's full review path where in-town. Windover Heights overlay parcels also file for a Certificate of Appropriateness on exterior scope.

Usually yes, with a plan. The existing envelope stays sealed while the addition foundation and framing go up separate from the house. The disruption window lands when the addition ties into the existing house — the wall or roof-line opening between old and new is usually a two-to-four-week focused phase, and we schedule it against the household's calendar. Dust containment stays sealed at the tie-in, and the site broom-cleans daily. A primary-suite addition where the household's only shower is the current primary bath is the hardest live-through call — we sometimes stage the finish sequence so the shower window compresses to a few days.
